No. If plaster is applied to wall paper then all that happens is the paper bubbles up from the moisture.
Ideally, plaster needs to be fully dry prior to painting. Fresh plaster will take around 4-6 weeks to fully dry. Fresh plaster is porous and will therefore absorb moisture.
If you have patterned Artex, it’s possible to coat it with PVA to achieve a flat surface, and then skim it. Stippled Artex can’t be treated effectively in this way.
